About the organization

The establishment of NHRC  came in the context of a comprehensive plan for the state of Qatar, as the state has adopted a reform project based on updating the state’s legislative and institutional structure through the creation of open platforms for dialogue lead by the Jazeera Satellite TV Station, the Democracy and Free Trade Forum and The Islamic-Christian Dialogue Forum.

The establishment of NHRC therefore came as a natural product of this process-Law No. (38), 2002 was eventually issued including many positive elements, demanding that all governmental agencies cooperate with NHRC.

As such, NHRC in the State of Qatar, is a national official commission;  it is  neither international nor regional; it is however financially and administratively independent of government agencies, permanent and enjoys a public moral character. It is based in Doha and aims at the consolidation and protection of Human Rights and basic freedoms and falls within the realm of National Human Rights establishments under the Rules of the Geneva Conference 1978 and the Paris Principles 2010; NHRC was re-organized in accordance with law no. (17), 2010-therby consolidating NHRC independence.

On the international  level,  The International Coordinating Committee of National Human Rights Institutions (ICC) , which is a representative body of national human rights institutions ((NHRIs ) from all parts of the globe, has re-evaluated the Qatari National Human Rights Committee (NHRC) in October 2010, upgrading it to category (A), the highest degree for national rights institutions at the international level. The ICC classification underlines NHRC’s commitment to the Paris Principles and makes it   eligible to become a voting member of the ICC and to hold governance positions. In this capacity, NHRC represents NHRIs in Asia for the coming three years beginning March 2012.
